Starting in January 2025, a housing subsidy for rented accommodation will be available for internally displaced persons (IDPs). The government portal reports that the program will initially operate in the Sumy, Chernihiv, Kherson, Kharkiv, Zaporizhia, Dnipropetrovsk, Mykolaiv, Luhansk, and Donetsk regions. This resolution aims to support citizens who lost their homes due to the war but have chosen to remain and work in Ukraine.

The Charity Fund "Direct Inclusion" provides information on accessing these benefits.

Who is Eligible for the Subsidy?

The program welcomes IDPs who spend over 30% of their income on housing rent. If a family member's income falls below two subsistence minimums (5,840 UAH), the subsidy will cover a higher percentage of the rental cost.

The discount amount will be determined individually for each family, influenced by their income, housing prices, and the number of family members. Families need an active rental agreement to qualify for the subsidy. Additionally, the state will cover expenses for landlords who pay income taxes.

The Ministry of Social Policy will announce the start of the application process.
