For the last couple of days, more and more posts from Ukrainian volunteers have emerged on the net, which inform (https://www.facebook.com/share/p/KPuvAtFaUbuGSp6T/?mibextid=HI0kT6) on termination of their work. Everyone calls the reason for this decision the new rules for the passage of humanitarian goods through customs control. According to this act, to bring a pickup truck or a batch of drones to soldiers from Europe, Britain, USA, etc., requires collecting a whole pack of documents, mainly from aid recipients. The benefactors of the "Direct inclusion" fund are among those wondering how to get such reports in 30 days from the defenders who are in the zone of active hostilities or from people injured due to enemy shelling.

To be precise, the problem is in scandalous Government Resolution No. 953 (https://zakon.rada.gov.ua/laws/show/953-2023-%D0%BF#Text) on "Some issues of the release and accounting of humanitarian aid under martial law." The document enters into force only on December 1 but already brings problems to our volunteer movement. Trucks with necessary drones, pickups, batteries, and other critical items for defense forces are already being turned back to the sending countries. By now, a document confirming the request from the soldiers for one or another thing of cargo is not enough. The border guards are already required to sign an obligation, according to which, within a month after the importation of humanitarian aid, they must send an act of acceptance and transfer with a wet seal. That is, if the brigade performing combat tasks in the Avdiyivka direction received a car from volunteers and did not have time to hand over the document about it to the border guards within the specified period, the organization (that is, those who helped it) will be accused of transporting contraband and quite realistically, they will be brought to criminal liability.

Volunteers have already labeled this novelty "20 circles of Hell" (https://prm.ua/20-kil-pekla-novi-pravyla-otrymannia-humanitarnoi-dopomohy-v-ukraini/). While some volunteers fight to cancel the resolution, others give up and terminate their activities, considering the fear of getting an actual sentence.

These situations are not just made-up stories or some misunderstandings – they are real problems facing "Direct Inclusion." Instead of dealing with the processing and collecting aid requests, our team has to deal with bureaucratic issues, spending hours and an enormous amount of effort. We will not give up but will continue to do everything possible for our victory.

!! Nonetheless, due to circumstances beyond our control, we are forced to reduce the amount of certain types of aid, particularly the military, for an indefinite period!!
